1. Stronger together
Lowering the Cost of Family Life
We will:
- Cap preschool fees and provide 100% sibling discounts so no family pays more than ISK 50,000 per month for a 40-hour preschool week (tuition and meal fees) — with lower-income families paying less.
- Make public buses free from July 1st for children and young people under 18, and reduce the need for car-shuttling.
- Immediately raise the leisure activity subsidy to ISK 75,000 from September 1st.
Supporting Those Who Built the Community
We will:
- Begin construction of quality-of-life apartments in the Sólvangur area as early as October this year.
- Significantly expand home-care services for the elderly.
- Support the active participation of older residents in the community and thereby prevent social isolation, including by raising the leisure activity subsidy for those aged 67 and over.
- Increase the number of nursing care places at Hamranes, Hrafnista, and Vatnshlíð.
- Strengthen collaboration with the Association of Senior Citizens and support the Senior Citizens' Council.
A New Primary Healthcare Clinic in Völlur
We will:
- Establish a new primary healthcare clinic in the central Völlur area during the next term, serving the newest neighbourhoods: Völlur, Hamranes, Skarðshlíð, and Ásland.
Major Transport Improvements
There is important work to be done on transport in Hafnarfjörður — and it cannot wait!
We will:
- Carry out necessary transport improvements on Reykjanesbraut from the N1 roundabout toward Kaplakrík.
- Carry out necessary transport improvements at Suðurhöfn to ensure the area can safely accommodate the new Technical College and new residential development.
- Deliver long-overdue improvements to Flóttamannavegur.
- Immediately take action to improve pedestrian traffic safety across Reykjavíkurvegur.
- Improve the town's cycling and walking path network and ensure better connections to neighbouring municipalities, so cyclists can travel as easily as possible all the way to Reykjavík.
- Strengthen public transport through the City Line (Borgarlína) and a robust local bus network.
- Ensure a dedicated City Line corridor to Suðurhöfn in light of the new Technical College coming to the area.
Children's and Young People's Wellbeing First
We will:
- Significantly expand psychological and support services in schools and substantially reduce waiting lists for services.
- Strengthen tiered services built on the Children's Wellbeing Act, including by expanding resources and improving access for children with behavioural and emotional difficulties.
- Intervene earlier when children face complex difficulties through multi-disciplinary teamwork across schools and services, in line with the Children's Wellbeing Act.
- Work in accordance with the UN Convention on the Rights of the Child, which includes assessing the impact on children in all decisions and policy-making.
Excellence in Schools
We will:
- Increase staffing for the head of support services, who is responsible for organising and coordinating support for students with special needs.
- Actively support schools in implementing tiered learning support through early intervention and targeted measures.
- Strengthen the professional services of the Education and Public Health Division so that school staff have access to the tools, guidance, and support needed to meet students' needs.
- Improve working conditions in schools and ensure a professional environment that attracts and retains strong staff, including through greater opportunities for education and professional development and targeted measures to reduce workload.
- Resolve the premises problem facing the Hafnarfjörður Music School and thereby further support the school's valuable and important work.
- Strengthen the reception and teaching of students whose first language is not Icelandic, with emphasis on Icelandic language instruction, mother-tongue support, and increased support for parents and guardians.
Hafnarfjörður: A Town of Leisure and Prevention
We will:
- Immediately raise the leisure activity subsidy for children and young people to ISK 75,000 per year and ensure Hafnarfjörður is always at the forefront in this area.
- Make the leisure bus accessible to more age groups, extending it to children aged 12 and under.
- Explore the possibility of introducing sports grants in collaboration with the sports movement in Hafnarfjörður for participants aged 19–23, to reduce dropout rates.
- Increase uptake of the leisure activity subsidy among children and young people of foreign origin and other groups, thereby improving all children's access to leisure activities in the town.
- Increase participation of children with special needs in leisure activities and seek ways to ensure they receive the support they need in this regard.
- Improve access for children with disabilities to all forms of leisure activity.
- Build a strong youth centre in the town for young people aged 16–25, offering broad and professional services for all young people with a focus on those who are marginalised or socially isolated.
- Launch a major prevention initiative, including against alcohol, tobacco and nicotine products, drugs, and all forms of violence, and seek ways to counter loneliness and social isolation among young people.
- Begin preparations for opening a ski slope for children and beginners at Hamranes and work toward opening Skálafell in collaboration with municipalities in the capital region.
- Install a permanent ice-skating rink in the town with the possibility of a covered structure.
- Extend swimming pool opening hours in the evenings.
Housing Is a Welfare Issue
We will:
- Launch bold action on housing by significantly expanding cooperation with non-profit rental organisations and offering diverse and affordable housing for young people, first-time buyers, older residents, people with disabilities, lower-income and middle-income households.
- Promote a safer and better rental market through strong, targeted cooperation with non-profit rental organisations run by the labour movement, such as Bjarg for lower-income families, and student and senior citizens' housing associations.
Respecting the Right to Self-Determination
We will:
- Launch a major initiative on housing for people with disabilities by systematically increasing housing clusters and supporting independent living with assistance.
- Make Hafnarfjörður a model municipality for accessibility so the town is accessible to everyone.
- Work toward implementing the UN Convention on the Rights of Persons with Disabilities.
- Improve access for newcomers to Iceland to Icelandic language and mother-tongue learning.
- Develop Hafnarfjörður Library as a community hub to counter social isolation and support a health-promoting community.
Planning for Vibrant Community Life and an Environmentally Friendly Town
We will:
- Plan a diverse supply of plots for housing development for young people and first-time buyers, and to promote a secure rental market.
- Significantly expand cooperation with non-profit rental organisations, e.g. run by the labour movement, to bring down rental costs for lower-income groups.
- Work toward developing a new harbour at Straumsvík to support the growth of maritime industries in the town while reducing heavy freight traffic through the town centre.
- Increase green spaces and better maintain existing ones, where people can pursue outdoor activities and exercise — as Hafnarfjörður is a health-promoting town.
- Create family-friendly play areas in more locations around the town, including in the town centre.
- Put increased effort into greening Völlur and creating a public park for the whole family there.
Supporting Business and Development
We will:
- Support the local business community and attract new companies to the town by simplifying regulations and permit processes.
- Support entrepreneurship in the fields of business, culture, and tourism.
- Make Hafnarfjörður a model municipality for the employment participation of people with disabilities and reduced work capacity, both within the municipality itself and in the general labour market.
- Strengthen the marketing of Hafnarfjörður as an interesting destination for visitors year-round, highlighting the town's unique character.
A Vibrant Cultural Life
We will:
- Build a new music and cultural centre in Hafnarfjörður in collaboration with those working in the cultural sector.
- Resolve the premises problems facing the town's theatre groups.
- Continue to support and develop town festivals such as Heima, Hjarta Hafnarfjarðar, and the Christmas Village, both for the residents of Hafnarfjörður and to attract visitors from neighbouring municipalities, as this supports business activity in the town.
Open Governance and Participatory Democracy
Over the next four years, we will:
- Ensure good communication from the municipality in diverse ways, including through the town's website and social media, with emphasis on reaching new residents and newcomers to Iceland.
- Introduce effective channels for residents to submit complaints about services and to have their enquiries answered promptly and thoroughly.
- Increase residents' participation in municipal decision-making, including by significantly expanding initiatives such as Betri Hafnarfjörður (Better Hafnarfjörður).
